Nevada bans "conversion therapy"

This part of the above-linked story is pretty scary:

'The bill was amended to exempt religious organizations and allow counseling by members of the clergy. Religious groups and conservatives insist that such a ban would infringe on their rights to religious freedom.'

Apparently ordained gay-haters can still lock you in a back room and scream prayers at you.

So, if you're an ordained gay-hater in California, all you have to do is stuff the gay kid in the trunk of your car and drive them to Reno or Las Vegas and have your way with them. Sad!!

Wait a minute.  If Nevada has banned gay-conversion therapy, how can you transport someone there to do that procedure?

 

But, assuming it was legal there, it makes for an interesting legal question.  If something is illegal in a kid's state of residence, would it be legal to transport that kid against his will to a state where the act in question is legal?  It seems some good arguments could be made against this practice.

Someone in California, where juvenile gay-conversion therapy is illegal, with no religious exception, could be taken by his/her parents to Nevada, where there is a religious exception to their new gay-conversion therapy law, and once there the boy/girl could be subjected to gay-conversion therapy.
