Public WiFi - Public Health Hazard

I use a 4G mobile hotspot. It connects to my 4G service, then generates an encrypted password-protected WiFi connection that only allows me to connect, and only one connection at a time. It's secure from the little black boxes that Wouter Slotboom is using. My laptop and tablet (both of which are WiFi only, no 4G connectivity) don't roam for WiFi connections. They only connect to two, my mobile hotspot or my home WiFi. Nothing else. My laptop, when I was still going to school, would not (and still will not) connect to the UC Berkeley WiFi network.
